Sergey D. Shatalov was born on January 2, 1950, in Pskov.
He has candidate’s degree in physics and mathematics, and Ph. D. in economics.
1973-1978 – research fellow, senior lecturer of the Pskov branch of the Leningrad Polytechnic Institute.
1978-1981 – postgraduate student
1981-1990 – assistant professor of the Pskov branch of the Leningrad Polytechnic Institute.
1990-1993 – Member of Parliament, Chairman of the Subcommission for Fiscal Policy, Secretary of the Commission of the Republic Council for Budget, Planning, Taxes and Prices of the Supreme Council of the Russian Federation.
1993-1995 – Director of the Tax Department of AO Center for Foreign Investments and Privatization.
1995-1998 – Deputy Finance Minister of the Russian Federation.
1998-2000 – Director of ZAO PriceWaterhouseCoopers Audit, Taxation Department of PriceWaterhouse & Co. in Russia.
January 2000 - April 2004 – First Deputy Finance Minister of the Russian Federation (State Secretary).
April 2004 - October 2005 – Deputy Finance Minister of the Russian Federation.
November 2005 - present time - State Secretary - Deputy Finance Minister of the Russian Federation.
In 1997, Sergey D. Shatalov was rewarded with medal “Defender of Free Russia”.
In 2000 and 2001, the Government of the Russian Federation distinguished his service by decrees.
